A mysterious fleet armed with superweapons drives humanity from the seas. Known as the Fleet of Fog, its ships appear around the world, and humanity lacks the technology to fight them. Seventeen years after the conflict begins, Gunzou Chihaya and his crewmates set out aboard the submarine I-401 to fight the Fleet of Fog. Their companion Iona is the I-401’s personification, known as a Mental Model, and she joins them in the struggle.
