Kai Kudou is an elite psychic serving Ashurum, an organization that sends him to take custody of unregistered psychics in the city of Gald. During the mission, he becomes separated from his companions and is taken in by Yuuki Tokugawa, an odd-job worker employed by guerillas opposed to Ashurum. As Kai spends time with Yuuki and Yuuki’s mysterious sister, Asuka, he begins to question Ashurum’s intentions. Is the organization protecting psychics, or seeking to control them?
