In a world governed by ten heavenly laws and twenty-two earthly laws, magicians use cards to wield the symbols of the earthly laws. Humans cannot know the heavenly laws, which belong to the gods, but they can study the earthly ones and pursue training at a magic institute. Nanao, Kisa, and Nanten of Nase begin their studies as freshmen at the Seventh Eastern Magic Institute. Among the twenty-two earthly laws, a rare ability exists, and Nanao possesses it. The story follows the question of what this ability means for him.
