A cellist and a psychic girl meet at a school in the nation of Ruth, where music is used in treatment for children with special abilities. Nei is held at the school, which appears respectable to outsiders but quietly trains its students to protect the nation. Ian Wolf, a struggling cellist, is enlisted to play for Nei as part of her therapy. When Nei shows no progress, the researchers in charge decide to try more intensive measures. Ian, meanwhile, has troubles of his own to face.
