As crime spirals out of control in the Third Toutoh Empire, overcrowded prisons fill with people sentenced to life without parole. To ease the pressure on the prison system and speed up trials, the empire establishes a law allowing courts to try accused criminals and sentence them to death even before they are captured. The government creates the Special Executions police force to find and kill those condemned under the new law. Its officers pursue criminals who have already been sentenced, though they remain at large.
